EU developments
The EU Court of Auditors published a report on the EU response to COVID-19 pandemic.
The European Court of Auditors (ECA) has completed its first comprehensive audit of the European Centre for Disease Prevention and Control (ECDC) and the European Medicines Agency (EMA) during the COVID-19 pandemic. The reporthighlights that both agencies generally responded well but were not fully prepared for a prolonged health crisis. Key recommendations include improving internal procedures at ECDC and EMA, enhancing coordination with the newly established Health Emergency Preparedness and Response Authority (HERA), and clarifying the roles of these institutions in future health emergencies.
The European Commission published a new Guidance on Health Technology Assessment (HTA).
The European Commission released a guidance document on the validity of clinical studies for joint clinical assessments under the EU HTA Regulation.
This guidance aims to provide a framework for defining, classifying, and assessing the certainty of clinical study results in an objective, transparent, and reproducible manner. It addresses the analysis of data from various types of individual clinical studies.
EMA Launches a Pilot Programme to Support Orphan Medical Devices
The European Medicines Agency (EMA) has introduced a new pilot programme to aid the development and assessment of orphan medical devices in the EU. The initiative offers free advice from expert panels to manufacturers and notified bodies on the orphan status and clinical evaluation of these devices. The programme, running until the end of 2025, aims to establish a long-term support process for devices used in rare diseases or conditions. Priority will be given to life-threatening conditions, devices for children, and novel technologies with significant clinical potential. The programme follows new EU legislation and guidance on orphan device classification.
EMA and HMA Release Guidelines on Using AI for Medicine Regulation
The European Medicines Agency (EMA) and the Heads of Medicines Agencies (HMA) have published high-level principles and recommendations on the use of large language models (LLMs) within the European medicines regulatory network (EMRN). LLMs, a form of generative AI, have the potential to transform regulatory tasks, from data mining to administrative automation. However, they also pose risks such as inaccurate outputs and data security concerns. The guidelines aim to help regulators use LLMs effectively, covering safe data handling, critical analysis, and ongoing staff training. The principles are part of a broader AI workplan running until 2028.
