The EAHP Board, elected for three-year terms, oversees the association’s activities. Comprising directors responsible for core functions, it meets regularly to implement strategic goals. Supported by EAHP staff, the Board controls finances, coordinates congress organization, and ensures compliance with statutes and codes of conduct.

CTF Working Group 1
Following GA feedback in June 2015, CTF WG1 launched its national competence collection exercise amongst the 17 European countries represented within the Group at the end of July 2015, with a deadline for return of close of business Sunday 20 September 2015.

The responses are now in a process of review ahead of a physical meeting of the Group in Brussels on Saturday 24th October. Most recent compilation of responses received here.
It is intended that the Group have the output of this exercise (a draft CTF) by the time of the next EAHP Congress in March 2016.
CTF Working Group 2
Since the GA, CTF WG2 has principally concentrated on 2 early tasks: the compilation of literature review on the impact of HP education; and, the conduct of a survey of HP views and perspectives on labour mobility.
Both tasks are developed with a draft literature review currently under group review, and the labour mobility survey now launched. Overview of current results here.
The Group will have a teleconference on 8th October and meet in person again on Saturday 21st November.

The main actions of CTF WG3 since the GA has been:
- mapping competent authorities;
- preparing for wider communication activities from March 2016;
- meetings with other CTF stakeholders and the European Commission

Meeting with EFLM
RP met with the European Federation of Clinical Chemistry and Laboratory Medicine on the 3rd August to compare approaches to CTF creation. EFLM have a draft framework agreed by members but need to sell it to national governments. We shared concerns about the potential Commission approach of picking favourites for CTF cooperation, and generally shared an aspiration that all CTF candidate professions work together in respect of representations to the Commission and sharing of learning and approaches.

Meeting with European Commission’s Health System Unit.
On Monday 14th September, JP and RP met the Health Systems Unit of DG SANCO at the European Commission in respect of the interest they have taken in the formation of a CTF for healthcare assistants, and the advise of DG Growth to correspond with the unit.
Healthcare assistants have been identified as a priority profession for development in terms of European health system sustainability, and were noted to have little European cooperation mechanisms in place. The Commission are assisting the CTF creation on this basis.
The unit appeared to take on board our concerns about potential favourtism, the benefits of any healthcare profession developing a CTF, and the need for forms of support to be provided to achieve the frameworks e.g. toolkits, and bringing together professions to share approaches and learning about CTF creation. The unit were very interested to learn from EAHP’s labour mobility survey when result are available and were also pleased to receive our medicines shortages report. Further correspondence and liason with the unit can hopefully be expected.

Beyond March 2016
The Board Meeting provides an opportunity to consider CTF actions beyond March 2016, when WGs 1 & 2 are due to deliver their initial outputs.
I have in mind that, when we have a “draft framework” developed by WG1, combining this with the evidence produced by WG2, a wide consultation could be conducted on the draft, with specific targeting activity to national Governments and national competent authorities, to draw their attention, and their response, to the CTF project. Ideally, such a consultation exercise could be opened, closed and analysed in time for the 2016 General Assembly to ratify by vote their approval of the framework. The timescales involved could be ambitious however. To discuss further at the Board Meeting.
